George Ryan, former governor of Illinois, a selfdescribed &#8220;Republican pharmacist from Kankakee,&#8221; in 1999 took a step unprecedented in the history of capital punishment. After thirteen death-row inmates were exonerated, Governor Ryan issued an open-ended moratorium on executions in Illinois. A longtime staunch law-and-order member of the state legislature, Ryan believed that &#8220;some crimes were so heinous that the only proper way of protecting society was execution.&#8221; The journey which led him to break with the bipartisan pro-execution consensus strikes at the core of the shifting politics of capital punishment.]]></description>
